In the absence of an explanatory response, I think I understand this
now. The process goes something like this:

Conceptually (in 1.5.3svn), Master Pages have layers just as "Normal"
pages do, and these are interleaved with each other.
So having Master Page content above content on the Normal page relies on
putting it on a layer above the Normal page content.

The caveat is that, if you put normal content on that same layer, it
will be above the layer's Master Page content.

I suppose there are some who use layers to a great extent, and certainly
there are distinct benefits from layers, though most of what I do
doesn't need the complexity that layers adds to the layout process.
