[scribus] External manipulation of a Scribus template

Hello,
      We have a proscribed format for certain kinds of documents, which is
best achieved with page layout. Our team do not know and won't ever know
how to use Scribus (or Word, or Excel, geez). But they must be permitted to
provide content for these docs.

What are my options if I don't put Scribus onto their desktops?

Ideally, they would enter the text for named portions of the document in a
web interface (they do know how to surf), and we would have a backend that
stuffs these into the correct slots in a template. But I do not see
anything on this in the documentation.
