Ummm.... how about "don't do that"?

Your results are going to be sub-optimum, but if you insist on doing things
this way then your best approach will be to create graphics from the MS
Publisher pages at the highest possible resolution and then import them into
graphic frames in Scribus.  But you aren't gaining anything that way that you
wouldn't be able to do by, say, importing the graphics into Gimp and printing
them from there.

You say that you have MS Publisher and you apparently have MS Publisher files.
Accordingly, the best results will ultimately be achieved by using MS Publisher
to edit MS Publisher files.
