I suppose so.  In as far as you can stick things where ever you like, in 
any orientation and scale them, I can't see why not.

I suppose so. I normally have a pretty good idea what I want before I 
start, but how it ends up looking can be subject to some evolution.

I don't see that there should be any problem doing this with Scribus, 
and it would be my first choice, but historically you could have been 
doing it with Pagemaker, InDesign or Quark.
