One more thing, you wouldn't need a generic XML editor, but just one
which supported some XML schema and CSS. Then you just have to
provide a stylesheet to tell Scribus what elements are block elements 
and which are inline elements (and table elements, once that's implemented
in Scribus). In particular most XHTML editors should do the job.
