The latest binary for OS/X is:
http://downloads.sourceforge.net/scribus/ScribusAqua-1.3.3.10.tgz?modtime=1199829984&big_mirror=0
It should unpack automatically and leave a "Scribus.app" folder on your
Desktop.

Are you talking about these instructions?

I see no "cd / down to / type" stuff there.

There are some others who provide Scribus for OS/X, but without knowing
where you got your instructions I can't comment on that.
