Here's my solution to accomplish this:
	- Scale image to frame size - proportional
	- Set Adjust Frame to Image
	- Move the frame as needed for desired alignment

If you make margins and guides sticky you can easily align a frame to them. I often use a temporary guide to assist with alignment. If you can't see whether something is aligned on screen, you may not be able to see that it's aligned on the printed page either. There is a lot of subjectivity in sensing some kind of alignment. Take the sense of balance of objects on a page - this has little to do with mathematical alignment.
