no, i'm not saying that at all.
i didn't even check.

just export the pdf as you normally do.
outside of scribus run a script that transforms the pdf in the way you
want.
in any language you feel comfortable with.

if you do it the right way, the user will simply have to double
clicking an icon somewhere on the desktop.

if the user cannot export a pdf... it's not a scribus user :-)

file > export > export as pdf...
