Well, there is a solution to avoid copying. In Windows it's called
shortcuts, in Linux it's called symlinks.

In Linux you can also do hard links, this may be a better solution here. A
hard link is more or less another pointer to the same file. The file
remains as long as there is one hard link pointing to it, so it does not
matter if you delete "the original" (as the case would be with symlinks).
Additional hard links do not use disk space, only directory entries.
