I could reproduce the screen delay on my laptop with a single page that has only a single image frame.
Dragging the mouse produces an event every pixel.  A quick drag can cross several hundred pixels.  An application that tries to redraw the dragged image every pixel will never be able to keep up.  The easiest solution is suppressing screen updates when the input queue has pending events.  The harder solution is using 2D or 3D functions on the video card to put the dragged image in its own layer inside the video card,
