[scribus] Concept of layers

Sorry, I don't see the point in applying belt and braces here. I think
that the current implementation that all objects besides these from
the selected layer are locked/not selectable by default hinders a good
workflow.
I'd be interested in which advantages there are with the current
implementation as opposed to allow editing all objects from all layers
by default.
