An alternative might be to begin a new empty document, then Page >
Import for a subset of the original, then save, repeat for other parts
of the original. If there is any trickiness to this, it might be making
sure you have all the styles from the original, and various settings are
the same.

After you make these smaller PDF pieces, then you reassemble them
outside of Scribus with something like pdftk (available for Windows).

With either method, there may need to be adjustments if you have
automatically numbered pages, so you will need to make sure numbering
starts correctly for each part.
