Layers on  docs like book covers, posters etc. allow you to deal with
background, text and (if needed) bar codes separately. On a book
length doc they are still useful (but not mandatory) if graphics
are embedded in text. If you use master pages then the
first/bottom layer would be a an iteration of the master page.
