That really doesn't matter.

To get a manual someone must write it. If nobody want's to write a
fully free manual there will be no fully free manual.

Easy as that.

I can't imagine that the developers would reject a fully free manual
written by some voluntary author.

Most Open Source programs today lack documentation completely, because
nobody wants to write it. Do you think potential authors become more
motivated to the task if you tell them "anyone will be able to make a
profit from your work"?
