[scribus] downloaded but can't find setup file or installation file

Go to "wiki.scribus.net/canvas/download". You can get there by googleing Scribus 
and selecting Download.
In the "Upcoming Stable" area, assuming you are using Windows, click on Windows 
32 bit.
The download file is "Scribus-1.4.0.rc6-win32-install.exe.
