[scribus] Font licenses/restrictions.

it's not about how many users are on your system.
files in /usr/local are there for everybody, too.
it's about not messing with what your package manager is doing. if your 
package manager does anything (i've never used it...)
if you don't want to have problems in the future you should try to do as 
few changes in there as possible and work in ~, /opt/ and /usr/local/
