As we often say here, there are many ways of doing things in Scribus, 
and there are variants. This copying of the frame done in the example in 
the wiki is of course not essential, and the two frames can be of 
different types (maybe you want to center text on an image or vice 
versa) and don't have to start out superimposed on one another.
