Well, BIG publishers can probably do so.

But if you are working on a publication for a non-profit organisation
where all submissions are from volountary contributors things become a
bit different.

If you give them an ultimatum like that, you end up with no material at all...

The ability to be able to convert submissions to a consistent layout
is a very important aspect when you need all the material you can get.
