Certainly there has been a change come about, probably largely relating 
to the internet and web sites, where fonts used on the web, and the 
speed with which they are edited do no lend to the use of or 
appreciation of typographic quotes. No doubt many web page creators 
don't know the difference.

At the same time, when one sees a nicely selected, one might say elegant 
font, printed on quality paper for some publication, the use of 
typewriter quotes looks quite out of place.
