[scribus] XFDF submit in PDF gives "This operation is not permitted"

Dear Scribus Forum,

I used Scribus 1.3.3.14 to produce a PDF with one text field and one submit button (attached).  Setting the submit type to XFDF, the resulting PDF opens correctly in Acrobat Reader (9.0.0), but clicking submit button gives the error "This operation is not permitted".   I tried submitting via HTTP both to local and remote servers, as well as by mail using a mailto: URL.

I understand this error usually occurs when the PDF doesn't have the required Extended Usage Rights granted by Adobe Acrobat.  However, AFAIK submitting XFDF doesn't require this.  Has anyone had similar experiences or know what I might be doing wrong?
