Especially when you are talking about a large number of small labels, 
the best way to figure the increment is to measure the difference from 
top label to bottom label, then divide by the number of labels in a 
column (technically, N-1, since this is the number of interspaces 
between N labels). This way you avoid creep from imprecise measurements.

One of the issues with Scribus and labels is that you may not 
necessarily want a frame the size of the label, but rather prefer to 
have your frame indented from the label margins. Thus a generic template 
may not cover all desired uses.

Having said that, there actually could be a practical use of a template 
in that circumstance, since you might have a page of empty frames 
(perhaps using a Master Page or a nonprinting layer) that mainly serves 
to give you the data you need in Properties for interlabel distances and 
appropriate sizes of frames, so you would not have to remeasure or save 
the information outside of a file, which in turn can be write-protected.

I have done labels with LaTeX, and all of your experiences apply there 
as well -- it's just trial and error, sometimes lots of error.
