[scribus] making 11 by 17 page layout

Yes, well, trying to support the mom and pop and not Kinko's or Office
Max.  But he admits to not being good with these things.

And yes, it's more than one 17 by 11 page newsletter, it's 19 pages
plus the cover and back page/return address page, so that's five
sheets of 17 by 11 sheets.
