Qt 4 and 3 are generally incompatible (ie when you turn of Qt3 compatibility). 
Scribus 1.3.5 will not require Qt3 and will not use it. It will require Qt 
4.3+, and possibly Qt 4.4.1+ depending on when we get to release.
