What you are missing is that the "layout" options in Scribus are intended
> to _display_ the pages of the document as they are supposed to be printed.

It's a terminology matter.
2 fold, 3 fold, 3 and 4 fold terms are misleading
could be better understood if it read Display 1, 2, 3, 4 pages across.
And even better if it went to 8 pages across.
And even better still if one could have a choice of how many pages across and
the number displayed was different for each row of pages
For instance top row 4-6 pages
next row 2 pages,
next row n-n pages
and so on
This would allow great visualisation in publications which contained single page
double sided inserts.
Instead of selecting the number of pages across,( limited to max 4) the
selection could be handled within the <add New page>< At end> <Before Page > or
<After page> with an additional field a <At Row n> instead of having to have
that page selected before making an insert.
