[scribus] vertical align effect, in TextFrame?

The Poperties dialoue (F2) allows you to set the top and bottom
(vertical) space from the frame as well as the right and left
spacing,', and under text, you can set the interline spacing.

IMHO, the concept of 'vertical alignment" is probably a bit of nonsense.
