[scribus] Drop shadows for images

Scribus-1.3.5 (SVN couple of weeks ago) had a blur option with an
image. However I have not been able to find a workflow to make a
'shadow' for an image.

Inscape will produce blurred svgs, but Scribus does not incorporate
this svg feature (yet/)

Personally I think Gimp is probably the best way in any case
