Yep. Rather than loss of quality, your real worry is file size, which
will go up a *LOT* because of the rasterised embedded PDFs.

I've wanted native pdf-in-pdf embedding for ages, but a prerequisite is
getting  a PDF parser into Scribus (easy) and getting it's PDF output
backend to use the same document model so that objects can be merged in
(harder). Every time I work on the latter I find bugs or limitations in
PoDoFo that I have to go and fix, by which time I tend to run out of
time to work on it.

I'll keep plodding away and hopefully get it done this century :S . I'm
now planning on targeting a test branch that intentionally disables some
features (like PDF encryption) because support in PoDoFo isn't ready, in
exchange for support for PDF-in-PDF embedding.
