It determines the hyhenation rules.

Brian, if you want the feature to be added, you probably have to do the work 
yourself. Scribus is a work of volunteers, and if a certain feature is 
required, it's not unusual for users to contribute it. For information about 
creating hyphenation dictionnaries, please have a look at 
http://lingucomponent.openoffice.org/hyphenator.html. If you need a GUI in 
one of the languages, your attention has already been directed to 
http://docs.scribus.net/index.php?lang=en&page=translation_howto
