[Scribus] Adjust frame to image BUT NO adust image to frame?

There is a fundamental difference between the two images you
posted.
The reference2a.eps is a vector format and thus scalable
like most fonts and drawings. The mussample.png is a bitmap
or raster image, therefore it is resolution dependent.

EPS files can contain raster images, but most often it's
used to show curves and lines from vector based programs (or
fonts).

I had some (font) issues importing the .eps file into inkscape.

If you transfer your work between platforms (you work on Win
- the printshop uses Mac) then take care of sending all the
necessary fonts along with your .eps, that is if you don't
embed the fonts or export as curves. Can save you a headache.

Good luck with your music;
