There are many CMYK "Farbatlanten" around - books which contain CMYK
colour codes as in the example above. They contain various sorts of
paper. The same code applied on the same sort of paper gives the same
colour when printed. Using swatches/colour books (Farbatlanten) is a
common method to get the right colour for offset prints.

What difference do you see in applying a code of a spot colour book and
a code of a cmyk colour book? Of course you have to take into account
the sort of paper in both cases.
