QT4 is free and GPL'd for non commercial use on Windows, Linux and OSX. 
Scribus will use QT4 in the future.

As for your thoughts on us ever using GTK..

not this century, not next
not in my lifetime

We are very reliant on the excellent system provided by Qt and have absolutely 
no plan on changing.
