That's probably because Scribus doesn't use hinting.

Hinting slightly changes character outlines for low resolutions (eg. screen:
72dpi)
in order to avoid such defects. Printers usually have at least 300dpi and
hinting 
is not really needed there.
To check print appearance on screen you should view at least at 400%.

If you see this defect in a PDF, you probably used Scribus' "subset" option
for Arial,
since otherwise Acrobat Reader would use the original hinting information in
the font.
