[Scribus] newer Scribus / debian backport to "Sarge"

+ OK Alex ! I was able to compile 1.3.1+ from debian-scribus site...
(or, maybe it is scribus-debian ?! :) ... long time to compile, half
an hour, but finally that version works fine on my Sarge system.
On top of that, I loaded the NG version deb... that worked fine
too, after the compiled version was in, but, as I didnt find any
differences, I removed the NG version.
Very nice new Scrubuses ! The menus are a little different, but
everything is there, with many improvements... thanks to you, and
this list, for help in getting this going !!
