   I have no Master Page in the Edit menu. However, using the search function
in Help->Scribus Manual I figured out how to do this.

   Use Edit->Template. In the case of the news letter, it's the left-facing
page template's right box at the bottom to be edited. It took a lot of
trial-and-error adjustments to fit the text, but it's there now.
