In 1.3.4cvs+ you can shift click with a frame tool to create a frame to the
closest margins/guides/page edges. Also master pages will be more than just a
static bg at some point. Once that's in it'll be even easier just create your
default frame on the mp and apply that mp to the page. Not sure if double
clicking would bring much more to those at least with this feature or would
it, hmm :) What else could there be behind the double clicking of these
tools? I think Inkscape shows the prefs for the tool when it's icon has been
double clicked.
