Salut,
It is great to see you find Scribus suitable for your newspaper. I am
confident the changes and additions in 1.3.x will make life easier
and more productive for you in the future.
Some further thoughts and observations:
We developers take a lot of pride in the level and speed of our
support for end users. We want to provide clear, accurate and
current info about Scribus. It is difficult to do more or divide our
time any further.
Having another forum to monitor or another website to watch just
divides our attention more. Also, we follow a long list of other
projects outside of Scribus too...
I'm not really excited about setting the precedent of one separate
language. Once you have one separate language, why not another ?
Soon, it becomes a tower of Babel of lists..
Actually four of the developers can understand French to a degree.
Certainly enough to help folks. What we have reccommended before I
think is still valid: Post in English as best you can, then if
needed, add French below. I say English, however imperfect, mostly
out of courtesy to other folks on the list. We ask the same of German
speakers too...
There are many knowledgable folks who here can read and reply in
French - it has been done before and works.
The speed of development means that this list is the best method for
obtaining quick *and* accurate info.
Also, do not forget that IRC is a good way to find help quickly too.

What Maciej and Ludi have done with the wiki in Polish and Br.
Portuguese is a fabulous example of what can be done..
A+
