Additionally, even if an attempt was made to support the old format,
it'd still be unsafe to rely on. The nature of 1.3 is that it changes
fairly quickly and cannot be depended upon to be in a usable,
non-document-eating state at all times. A mangled document "saved down"
to 1.2 format is still mangled.

That's not to say that 1.3 will eat your files ... just that it's
possible it *might* if there's some nasty bug or a side-effect from some
in progress work.

There's also the small matter that "1.3cvs format" on day n may not be
the same as "1.3cvs format" on day n+1.
