I am working with the Open Source CMS Plone, which is striktly using
XHTML and CSS for layout and I am very interested in a useful export
(or import) function, because workflow can be vice versa.
Collaborating on the text in the internet and then printing it.

I think the export and import feature should be as flexible as
possible. For example if you would use Plone as your HTML-
presentation you would not need to make a complex layout of your
text, but to simply import the "content" into the CMS and let Plone
make the layout.

It should be possible to have structural styles like H1, H2 etc. ul,
ol in the content itself, which would represented in HTML/CSS by your
CMS and in a printstyle by Scribus.

You could even link an article-frame of Scribus to the content object
inside a database of a CMS via WebDAV to have a new get-text-function.

Just a hint. Plone and Zope (the free application server needed for
Plone) are written in Python.
