http://archive.ubuntu.com/ubuntu/pool/universe/q/qt-x11-free/ seems to 
indicate that hoary universe has libqt3-mt-dev 3.3.x, while ubuntu warty (the 
version you're probably using) has libqt3-mt-dev 3.2.3. Use the scribus 
package provided in warty's universe, upgrade to hoary (unstable) or compile 
your own local qt3.3 library.
