It was asking for a header found in that library.

I don't think this is the problem. When I installed the RH-7.3 rpms make
happily moved past this point.

Ah, yes! That's the problem right there. One of the reasons I'm moving
away from Red Hat after seven years is that they back-ported gcc-3.0
features to the broken 2.95 but named it 2.96. I know that I can have
multiple versions of other libraries on the system, but I'm not sure about
the C library. I'll investigate.
