is your cupsd running?
otherwise, check your configure.in file at about line 86 for
LIBCUPS=""
hacups=
AC_CHECK_LIB(cups, httpConnect, [LIBCUPS="-lcups -lssl";hacups=yes],[LIBCUPS="";hacups=no],[-lssl])
AC_SUBST(LIBCUPS)
