[Scribus] german quotation marks

sure. but how can Scribus decide what language texts I have. What if I have
set locales into e.g. Welsh working on French text. Or charset? Utf-8?
ISO-8859-2 - is this Slovak? Czech? Polish?...

Maybe setting a new document property...
