[Scribus] german quotation marks

Maybe you have some good ideas along these lines.. maybe find us on IRC
to talk about this one.

What is the Czech quoting system?

Henrik, great script...! fast response!

Although, as Petr says, it would be nice to have it coded so theres no
need to run scripts, just type..
