Hard to say.
I'm not one of the devs but my experience is that
#scribus on freenode is a place where a chat might happen sometime (rather evening european time)
and could help define a general agreement on how to best proceed.
Good would be to go step by step and create bug reports with patches.
As for the features,
I wonder if the core-devs would request an option for importing text as vector glyphs OR real text frame.
SVG import is also very limited in scribus and could benefit of an improvement.
