I have another computer with F28, and it compiles Ok. Its poppler versions are 0.62.x, so that may be the source. There seems to be an increasing lag between updates for the most and next-most current Fedora versions.
Fedora has a reputation for being "cutting edge", but in recent years I have found it getting more flaky and undependable. I have a laptop that happens to have a Broadcom wifi chip, which is supported only through rpmfusion.org, and it's unfortunately broken for kernels >= 4.17.x, so I'm stuck with F27 there with downgraded and locked kernels plus linux-firmware.
I have a feeling I'll be switching to something else, like Ubuntu/Kubuntu.
