i commented on it: almost too simple to be true...
as written in the bug tracker: we should get the original programmer to
state why he has disabled the undo manager...
in my opinion, if we don't get that information, the patch should be
accepted and we should then sort out the problems that then arise...
(the issue being on the side of the programmer that did not comment on
the reason why he disabled the undo...)

personally (as written in the ticket), i don't think that the feature
should be implemented in the way jehan is asking.
the behavior asked by jean is already possible and it is easy for a
user to configure his scribus to behave that way for all future
documents.
the question is: do professional layouters want the page margins to be
shown on top of the page items (images and filled shapes!) by default?
or is the current behavior better? (the margins are behind but can be
put on front by a user or for a specific project)
