Wellcome.
What prevents a majority of people of using Scribus is not lack of functionnalities,
since Scribus has them well and can be proud about these.
What prevents most of the people from using Scribus is usablity.
So I actually think that usability improvement is what will be the most usefull to Scribus.

What is it you would like to know ?
Install Scribus 1.5 from SVN on your machine.
Compile it.
Test it.
Then : choose one of the bug in the list,
fix it perfectly
open an accound on the bug tracker and upload your patch on the fixed bug page.
A big chunk of improvement is about the undo system : the last line in the list
lists a meta bug that lists loads of undo bugs.
So you could choose to deal first with one "normal bug" or improvement,
and then one "undo bug".
