Hi,

I doubt we will implement grouping of objects in different layer anytime soon. We had
already that request and it was closed as won't fix. See
http://bugs.scribus.net/view.php?id=1974. Several reasons for that :
1) grouping objects on different layer would imply moving them to the same layer : groups
are containers and grouped objects automatically belong to the group layer
2) as a consequence of 1) grouping elements on different layer could change the document
visual aspect in quite a few case case
3) even if there was not 1) most group properties could not be used in such case
(clipping, transparencies) : pdf, postscript simply do not allow such thing

Imho 1) and 3)  seriously impair the usability of that feature.
