there is a rework of the properties palette going on.
one of the features for the new one will be to match all the settings
from the styles in the palette and all the direct formatting in the
styles (the second part is afaik mostly done)...
on top of it, and in order to solve part of your problem: when you're in
text edit mode, you can drag the blue triangles in the ruler and set
your indents.
space below and and above are (afaik) indeed missing for now (and
probably less important, since for the works scribus does best, you
mostly want to align to the baseline grid or apply standard spacing from
the styles). we will have to add it to the PP!
