Setting up a build environment for Scribus really isn't that hard, and
there is documentation describing how to do it. It's distributed along
with the source code.
If you cannot get a Scribus build environment set up, you are also
likely to have problems understanding how to add new source files, how
to patch the code, etc. Rather than asking somebody else to do it, this
is an ideal opportunity for you to learn skills you will need while
working on Scribus.
Perhaps you should start by reading the README and BUILDING files in the
source code. If you have a problem understanding something described in
those files, tell us EXACTLY what you are having a problem with.
Somebody can probably then help you, and improve the documentation so
that it does not happen again.
Remember that nobody else can see what you are doing. Nobody else knows
what you have tried and have not tried, what commands you have run, etc.
So when asking questions you must be specific, and anticipate the
questions you'd have to ask someone else if you were trying to help them
with the same sort of problem. You need to mention software you've
installed, the OS and version you're running, any commands you have run,
the full text of error messages, etc.
You will not get far developing C++ code for Scribus unless you're able
to set up a build environment. There's documentation for the build
environment, unlike most of Scribus's innards, and it's a lot simpler.
So here's a chance to improve how you learn and how you communicate when
asking others for help.
